PHILADELPHIA (CBS) — Philadelphia City Council passed a bill to ban plastic bags in retail stores and for deliveries. The ban was just one of the controversial bills tackled by lawmakers Thursday. Mayor Jim Kenney says he plans to sign the bill into law.
